Online Access Act: Automated processing of form data
The Challenge
The Online Access Act (Onlinezugangsgesetz, OZG) presents the district of Minden-Lübbecke with the challenge of making all relevant administrative services available online to citizens and local businesses. Early on in the planning phase, it became clear that the large number of tasks and applications for future digital communication would also require the seamless processing of incoming data.
In addition to new offerings, in future the administrative services already available via web forms should also be bundled via a portal with user accounts. The basis for a large number of administrative services should be the Application Management 4.0 system from Form-Solutions GmbH, which is already in use.
To optimize internal administrative processes, efficient, seamless processing of data from submitted online applications is also a basic requirement.
Real-time processing and the essentially unlimited possibilities for further processing and integration into other systems and databases are particularly valuable to us. For us, this is essentially a win-win situation, as we can now use FME in both GIS and OZG contexts.”

The district of Minden-Lübbecke forms the northeastern tip of the state of North Rhine-Westphalia and is located in East Westphalia-Lippe, one of the top five German regions for innovation. A healthy mix of large and medium-sized companies ensures economic stability and innovative strength.
The district of Minden-Lübbecke is also well positioned in terms of digitalization, with a growing number of online services. A future-proof and modern infrastructure forms the basis for many online services and is being continuously expanded. The central online services include not only the geoportal but also a central platform for the creation and publication of online application assistants.
The Solution
The FME® platform and the Form-Solutions Connector for FME developed by con terra enable seamless further processing of form data and connection to specialist procedures.
The connector forms the interface to Form-Solutions' Application Management 4.0 and allows form data to be automatically retrieved and further processed.
After an online application is submitted, the FME Flow is automatically notified of this process in real time. This triggers a process that downloads the completed form as a PDF file and extracts the content data from an accompanying XML file. The specialist data can then be automatically transferred or converted to a target system (e.g., a specialist procedure) and made available as a compatible import file for further processing steps without media discontinuity.
The district of Minden-Lübbecke can now quickly and easily configure processes and automatically process incoming form data according to its own requirements.
The Benefits
By using the FME platform and the Form Solutions Connector for FME, the district of Minden-Lübbecke is already able to process its first administrative services completely automatically. The integration of specialized procedures enables seamless data transfer and more efficient processing, significantly reducing the workload for employees.
For example, COVID self-reporting forms were used, through which, at peak times, data from several hundred self-reports per day was entered fully automatically into the GUMAX specialist database. This greatly reduced the workload for employees in the health department. Applications for building surveying are also already available online, are processed automatically, and are transmitted in real time to the GEORG business database for further processing. Further integration of the FME platform into internal processes is already planned, in particular the connection of the document management system used.
