The Challenge

The state administration of North Rhine-Westphalia supports the implementation of a sustainable land policy. An essential component of this is the establishment of a digital central property management system for state-owned properties. As the owner, the state has a large number of varied properties at its disposal, totaling around 120,000 parcels of land with a total area of 165,000 hectares.

The property management system is intended to pursue several objectives: First, it aims to create transparency across all state properties that fall under different jurisdictions. Non-essential properties should be identified, and supply and demand should be brought together in a more transparent and straightforward manner. Based on coordinated utilization strategies, new uses should then be developed in line with sustainable property management principles.

The Customer

The State Agency for Information and Technology NRW (IT.NRW) performs tasks in the fields of information technology and statistics for the state administration of North Rhine-Westphalia. IT.NRW is the central IT service provider for state administration. In this context, IT.NRW develops and operates the IT infrastructure for the North Rhine-Westphalian state administration and advises and supports the state's authorities and institutions in the use of information technology. 

In the LIMA.NRW project, IT.NRW supports the departments responsible in the Ministry of Home Affairs, Local Government, Building, and Digitalization (MHKBD NRW) and at NRW.URBAN.

The Solution

LIMA.NRW was implemented as a map.apps application and secured via role-based access using security.manager. Depending on the accessing role, specific properties of the state of North Rhine-Westphalia are displayed on a map and in the generic specialist data display, or the processing of certain properties is enabled. The specialist data query offers the possibility of performing complex searches on the data. Tasks relating to digital processes in the area of requirements and dispensability can be processed and documents can be stored on an object-specific basis. The properties are enriched with specialist data via various processes and continuously updated.
